資料 コールダーホール改良型発電炉の 原子力委員会はさきに原子炉地震対策小委員会を設けて英国コールダーホール改良型発電炉の地震対策に関して研究検討を行い、日本原子力発電株式会社の訪英調査団による英国側との折衝に関しても有力な資料を提供し、また、同小委員会の関係者中から次の諸氏が調査団の地震調査班員として参加した。本資料は調査団報告書のうちから関係箇所を抜粋したものである。 班長 東京大学教授 武藤清 コールダーホール改良型発電炉の耐震化に関する調査報告(地震班) 1. 調査経過の概要 地震班は、1月8日から2月19日にわたりUnited Kingdom Atomic Energy Authority(英国原子力公社、以下AEAと称する。)およびAssociated Electrical Industry−John Thompson Group(以下AEIグループと称する。)、General Electric Company−Simon Carves Group(以下GECグループと称する。)、English Electric-Babcock&Wilcox−Taylar Woodrow Group(以下EEグループと称する。)の3原子力グループの関係者との会談その他関係諸施設の視察を行って、その間各グループによる英国型動力炉の耐震設計案の検討ならびにこれに関する協議を行い、この型の動力炉を日本に設置する場合英国側の耐震設計が現段階において安全であるかどうかの判定を純学術的立場から行った。またその結果に基き最終的仕様書を作成してこれを団長を通じ英国側に手交するとともに、地震班としての結論的意見書を先方に送付した。 なお、出発に先だってAEAのOwen氏あて上記の判定目的を滞英中に達成するために必要なすべての設計図、資料等の準備方を依頼した。 2.英国における耐震設計とその検討 1)AEAの耐震設計に関する見解と現状 2)AEIグループ、GECグループ、EEグループの耐震設計とその検討 (1)構造計画一般 (2)圧力容器、グラファイトパイル構造部 (3)熱交換器および導管部 (4)地震時自動停止装置その他 (5)耐震化と経済性 3.結論 (1)原子炉建物はできるだけコンパクトに設計すべきである。圧力容器、蒸気発生器のようなすべての主要構造部分は、遮蔽コンクリートに連結して構造全体を剛なものとし、地震の際の振動と変形を最小限にとどめるべきである。 (2)グラファイトパイルは適当なキーをグラファイトブロック間に挿入し、また外周を強力なガーターで締め付ける等の方法によってできるだけ一体化すべきである。さらにこのように一体化したパイルは注意深く設計したキーあるいはスペーサーを用いて、外部の補強構造物を利用して効果的に支持されるように設計すべきである。なお、各グループは、きたる7月見積書を提出することになっているが、日本側においてもこれに誤りなく対処しうるように引き続き鋭意調査研究を続けるとともに、すみやかに適切な実験を行って実施設計の完成をはかるべきであると考える。 4. 附 耐震設計仕様書 正本英文、副本 日本文 〔附 (正)〕
SPECIFICATIONS AND REQUIREMENTS The earthquake resistant design of the atomic power station shall be based on the principles that: (1) Employees at the station as well as the residents of the neighbouring areas are guaranteed safety from radioactivity in the event of earthquakes, and that (2) The sufficient strength and serviceability are guaranteed for such parts where the post-operation repair work is not feasible and where their failure will endanger the public safety. Specifications with regard to earthquake resistant design will be listed below. However, since it is considered that the analyses should be made in consistence with the nature of the structures designed and the design should be made with sound engineering judgment, all design and analysis of the major structural parts shall be reviewed by the client before making a final decision. 1. All buildings and structures of the station shall be designed in accordance with the Japanese Building Code unless otherwise specified. However, the Ministry of Construction Notification No.1074 (with regard to the intensity modification factor by locality,soil and structure of building) shall not apply. Note : (1) The computation and designing shall be made in accordance with paragraphs 1-8, Section 3 of the Law Enforcement Order. (2) For any structural parts specified under Item 2, 3 and 4 of the present specifications, the datum line for the determination of the design seismic coefficients shall be taken at the bottom surface of the foundation mat. (3) The reactor and steamraising unit sshall share a common foundation mat in order to minimize their relative displacement by earthquake. The bottom surface of this foundation mat shall be placed at an elevation lower than GL-13 meters in the lower gravel layer of the site, where GL indicates the elevation of the graded ground surface. 2. The reactor building, its foundation mat and post-irradiation fuel storage (passage inclusive), except those parts specified under Item 3,4 and 5, shall be so designed as to safely resist the seismic force one and one half times the value specified in the Building Code. 3. The biological shielding structure and principle substructure of steam raising units shall be so designed as to safely resist seismic forces three times as large as those specified in the Building Code. Note : Three times as large seismic forces asspecified in the Code (Article 88 in the Law Enforcement Order) is assumed to act upon the above mentioned structures and, if any, all structural units which are structurally connected to them. 4. All structures and structural parts inside the biological shielding structure and steam raising units shall be so designed as to safely resist horizontal seismic forces as specified under Item 3 of the present specifications together with vertical seismic forces (upwards and downwards) whose intensity is equal to 50 percent of horizontal forces. In this case, these vertical and horizontal forces are considered to act simultaneously. 5. Design seismic coefficient for the gas duct proper, joints and supports shall be 2. 0 in all horizontal directions. 6. The biological shielding structure, graphite pile, pressure vessel, stand pipes, cooling system and steam raising units shall designed so that no damage results due to the most adverse deflection raising from the calculation under seismic forces specified. 7. A seismic switch shall de provided in order to enable automatic start of the scramming mechanism of the reactor as soon as the vertical acceleration received by a pick-up on the foundation mat reaches or exceeds a certain value (adjustablefor the range 30-100 gals.) It is further required that an emergency shutdown system shall be provided separately. The emergency shut-down system shall be capable of shutting off the reactor completely even during the action of seismic forces one and one half times as large as those specified under Item 4 of the present specifications. The emergency shut-down system shall work automatically and immediately as soon as the horizontal acceleration at the foundation mat reaches or exceeds 200gals. The emergency shut-down system shall be in such a nature that it shall not have any residual poisoning or obstructive effect after its operation. 8. All mechanical equipment and their installations in the power station shall be adequately designed and safe against overturning or dislocation during earthquake, according to the type and location of respective unit in accordance with the corresponding requirements as previously stated. Above all: (a) The instrumentation system and control system for emergency treatment shall be so designed as to maintain their functions even when subjected to earthquake forces as specified under Item 4. (b) The fuel handling equipment and all overhead cranes shall have locking mechanisms in order that they should not be dislocated by earthquake during operation. (c) The emergency power sources shall maintain their functions even when subjected to earthquake forces as specified under Item 3. 9 The design improvement may be required based on the future experimental results which will be conducted by the client when deemed necessary. Such design improvement may be applied only to the final design. 10. If necessary, a specific design criterion may be specified for each specific design of a structural part or parts. Supplementary Notes to Item 6. The relative displacements and deformations of the units of the reactor assembly due to seismic forces heretofore specified shall be limited to such a degree that meet the following requirements: (A) The deformation and displacement of the graphite pile shall be limited to such an extend that: (1) The relative displacement of the graphite pile to the pressure vessel i ) does not obstruct loading of fuel, ii) does not obstruct operation of the control rods, and iii) does not cause damage to the gas seal or other accessory equipment, and (2) The deformation of the pile during oscillation i) does not cause damage to the fuel elements in the channel, ii) does not cause damage to the locking mechanism of the fuel elements. iii) does not obstruct the loading and discharging of the fuel elements after the earthquake, and iv) does not obstruct cooling by blocking of the gas passage. (B) The relative displacement of the pressure vessel to the biological shield shall be limited to such an extend that it i) does not cause damage to stand pipes,gas ducts, etc. ii) does not obstruct the charging of the reactor, and iii) does not obstruct the operation of the control rods. (C) The relative displacement between any adjacent two of the steam raising units, pressure vessel and blower shall be limited to such an extent that it does not cause damage to bellows, hangers, duct proper, or joints. (D) The supporting structures of the graphite pile and the pressure vessel shall be designed as to safely resist earthquake forces with sufficient precautions for thermal effects.
〔附(副)〕 耐震設計仕様書ならびに要望事項 原子力発電所の耐震設計に関する基本的な考え方は(1)発電所が地震を受けた場合、放射能に対して周囲の人々ならびに従業員の安全を確保すること(2)修理が困難な部分および保安確保上、重要な部分に対しては十分の強度と安全性を保有させることを目標としている。 1.発電所の全建物および構造物は以下とくに指示した場合を除き一般に日本の建築法規に基いて設計する。 注(1)構造計算と設計は建築基準法施行令第3章第1節ないし第8節によって行う。 (2)この仕様書の第2、3、4項に指定する構造物に対してはそれらの設計震度を定めるための基準線を基礎版の底面とする。 (3)原子炉と蒸気発生器は地震による相対変位を最小とするために共通の基礎版上に置く。この基礎版の底面はGL−13m以下にある下部砂礫層に置く。この場合のGLは平坦に整地した地盤の表面を指すものとする。 2.原子炉建物、および基礎盤、使用済燃料貯蔵施設(その通路を含む)は3、4、5項に示す部分を除き、日本の建築法規に示した数値の1.5倍の地震力に対して安全なるように設計する。 3.生物遮蔽構造物および蒸気発生器の主要下部構造線は日本の建築法規に示した数値の3倍の地震力に対して安全なるように設計する。 注 法規(施行令第88条)に定められた値の3倍の地震力が上記の構造物およびそれに構造的に接続した部分に作用するものとする。 4.生物遮蔽の内部ならびに蒸気発生器は3項に示す水平震度と、その50%の垂直(上下方向)震度に対して安全なるように設計する。この場合上記の水平力、垂直力は同時に作用するものと考える。 5.ガスダクト本体、継手および支持部に対する設計用震度はすべての水平方向に対して2.0とする。 6.生物遮蔽、黒鉛パイル、圧力容器、スタンドパイプ、冷却系統および蒸気発生器は、規定した地震力によって計算したもっとも不利な変形によって損傷を生じないように設計する。 7.基礎盤上においた感震器の上下動の加速度がある値(30〜100galの範囲内で調節可能)に達した場合またはこれをこえた場合、ただちに原子炉のスクラム機構が働くような感震スイッチを設ける。 8.発電所内の機器装置およびその取付部分は上記の各規定に準じて、それぞれの形と位置に応じ地震力によって転倒、移動がおこらないよう設計する。なかんずく (a)非常用計測系および制御系は第4項に定めた地震力が働いた場合にもその機能を保有するようにする。 (b)燃料取扱装置およびすべての天井走行超重機は運転中に地震によって移動しないように固定装置を備える。 (c)非常用電源は第3項に示した地震力に対してもその機能を保持するようにする。 9.必要ある場合は注文主によって行われる実験の結果に基いて設計の改良が要求されることがある。このような設計の改良は最終設計に対してのみ行う。 10.必要ある場合は各部構造の細部についてその設計基準を定めることがある。
ここに規定した地震力による原子炉施設各部の相対変位と変形は次の各項に示す条件を満たさなければならない。 (A)黒鉛パイルの変位と変形は次に示す各項の範囲内にある。 (1)黒鉛パイルの圧力容器に対する相対変位が i)燃料装填に支障をきたさない ii)制御棒操作に支障をきたさない iii)ガスシールその他の付属装置を破壊しない (2)振動時におけるパイルの変形が i)チャンネル内の燃料要素に損傷を与えない ii)燃料要素の支持機構を破壊しない iii)地震後、燃料の装填および取出しに対して支障をきたさない iv)ガス通路の閉塞により冷却を阻害しない (B)圧力容器の生物遮蔽に対する相対変位は次の範囲内になければならない。 i)スタンドパイプ、ガスダクト等に損傷を与えない ii)原子炉の燃料装填に支障をきたきない iii)制御棒操作に支障をきたさない (C)蒸気発生器、圧力容器および送風器の相隣接する二つのあいだの相対変位はダクト本体、ベロー継手、吊材等に損傷を与えてはならない。 (D)黒鉛パイルおよび圧力容器の支持構造物は温度の影響を考慮するとともに地震力に対して安全に抵抗できるよう設計しなければならない。 |
