本報告書は、原子力委員会動力炉専門部会(当時動力炉専門委員会)に設置された原子炉地震対策小委員会が3月から7月にわたって調査研究した結果をとりまとめ、原子力委員会に提出したものである。

1.1 目的 原子炉地震対策小委員会は、既存資料による英国型動力炉の耐震設計検討ならびに今後における動力用原子炉(特に英国型動力炉)の耐震対策研究の方針等について調査審議することを目的とする。 (1)動力炉専門委員会に原子炉地震対策小委員会を設ける。 (2)この小委員会は、既存資料による英国型動力炉の耐震設計検討ならびに今後における動力用原子炉(特に英国型動力炉)の耐震対策研究の方針および関係研究機関の研究分担について調査審議することを目的とする。 (3)この小委員会は、地震、耐震構造、動力用原子炉等に関する学識経験者に委員を委嘱する。 (4)この小委員会の調査審議の期間はおおむね1ヵ月ないし2ヵ月とする。 (5)この小委員会の庶務は原子力局原子力調査課において処理する。 1.2 構 成 委員会の構成は次のとおりである。 委員長 武藤 清 東京大学教授(工学部建築学教室)

2.1 討議事項の概要 まず英国型原子炉の構造について各種の公表された資料により検討したが、主要部分はいわゆる Commercial secretに属し詳細には知ることができなかった。しかし耐震化のためには、当然独自の方策が立てられ、実際の設計にあたって改めて研究され決定さるべきであるから、この点は苦にするに及ぶまい。 2.2 討議事項の内容 2.2.1英国型原子炉の構造について 2.2.2 わが国の地震資料 2.2.3 地震と地盤について 2.2.4地震が構造物に及ぼす影響 (a)震害資料 (b)震 力 (c)免震(消震)法 2.2.5 原子炉の耐震対策 (a)震力について (b)Graphite Block について (c)Reactor Coreについて (d)Biological Shield について (e)配管類の設計 (f)免震法について 原子炉を免震構造とするならば、バネまたはSpringで全体で支えられるであろうから、耐力的な構造は不必要になるが、免震部と非免震部の相対変位は当然ダクトに伝わり、thermal expansion 以外の変形を極度に避けていると推定されるダクトのmechanical designに新たな問題が生じ、U字型jointやCalder型で採用されている bellow でこれが処理し得るか否かは検討を要する。 3. 仕様書について この小委員会の当初の目的の一つに、英国型動力炉の耐震設計検討として英国側に提示するいわゆる仕様書をまとめることが掲げられていた。このためその中に織り込まれる内容や表現についても各種の提案があり議論が行われた。たとえば日本の地震記録のみを与えて設計は全く先方にまかすとか、あるいは不利益な地震の速度や加速度さらに最大許容変位量を与えて対策は英国に考えさせる等があったがこのようなDynamic な要求をしたとしても英国側を困惑させるのみであろうから、普通建築物の設計で行われるように静的な計算を行うものとして、仕様書の中に書き入れる震度の数値をどうすべきかが討論され、いくつかの提案があり、これらを総合的にまとめた原案について再三検討を行い、後に掲げる仕様書、すなわち英国型原子力発電所の耐震設計に関する予備的提案(英文を正とし、和文を副とする。)の草案を作製した。
Draft Preliminary Proposal for Earthquake Resistant The Present proposal is prepared by the Special Committee for Earthquake Resistant Reactor, and it presents a general guide for the aseismatic design of a British-type Nuclear Power Station to be built in Japan. The underlying principles of the present proposal are:
The proposed items are listed below. How- ever, some of the numerical values may be modified later along with the progress of design, consulting with the nature of structure employed therein. 1. All building and other structures should be designed in accordance with the Japanese Building Code requirements except those specified elsewhere. 2. Reactor building and attached steam raising structures, except those specified under Article 3-5, should be so designed as to safely resist the seismic force which is one and one half times the specified values in the Code. 3. Biological shielding structure and its principal sub-structure (except foundation mat) should be designed to the 3 times as large seismic force as specified in the Code. 4. All structures and structural parts inside the biological shielding structure should be designed to the equally as large horizontal force as specified under Article 3 of the present proposal in all directions, together with a vertical force which is one half of the previously mentioned horizontal force. These horizontal and vertical forces are considered to act simultaneously. 5. Cooling system of the reactor assembly should hold sufficient cooling capacity even when the reactor assembly is subjected to such a seismic force as mentioned in Article 3. It is further required that any probable leakage of the coolant will never endanger personnel on duty. 6. The emergency shut down system is required to equip a seismic switch immediately shuts down the reactor automatically as soon as the seismic acceleration at a specified location reaches a certain critical value. It is further required to equip a back-up system which is capable so completely shut off the reactor even during the action of the seismic force which is one and one half times as large as specified under Article 4 of the present proposal, considering the insufficient function the automatic shut down system. 7. If necessary, an emergency control room is to be provided separately. 8. The fuel discharging system should be so designed that, in emergency cases, it is feasible to remove the damaged fuel elements as quickly as possible lest the radiation from the fission products should endanger the personnel. 9. Making a due consideration on an earthquake damage of the station, an emergency electric power supply should be installed. Its capacity should be sufficient to ensure the safe keep up of the entire powerstation. 10. All mechanical equipments and their installations of the power station should be adequately designed according to the type and location of each unit in accordance with the corresponding requirements as previously stated.
英国型原子力発電所の耐震設計に関する予備的提案(案) この提案は日本に英国型原子力発電所を建設する場合、その耐震設計をいかにすべきかについて地震対策小委員会が準備的に提示したものである。 次に提案項目を示す。なお設計の具体化にともない、構造物の性状に応じて数値的に変更することがありうる。 1. 発電所の全建物および構造物は以下に特に指示した場合を除き、一般に日本の建築法規にもとづいて設計する。 注 構造計算および設計の方法は建築基準法施行令第3章第1節ないし第8節の規定にもと づいて行う。 2. Reactor Building とこれに付属する Steam Raising Structure は3ないし5項に示す部分を除き、日本の建築法規に示した数値の1.5倍の地震力に対して安全なるように設計する。 3. Biological Shielding Structureおよびこれを支持する主要構造物(基礎版を除く)は、日本の建築法規に示した数値の3倍の地震力に対して安全なるように設計する。 注 設計用地震力としては法施行令第88条に示した数値の3倍の水平力がShieldingおよびこれに構造的に接続した各部に作用するものと考える。 4. Biological Shielding Structure の内部の各部は3項に示す水平震度(各方向)とその50%の垂直震度に対して安全なるように設計する。この場合上記の水平力、垂直力は同時に作用するものとする。 5. 原子炉のCooling Systemは第3項に示した地震力をうけた場合でも原子炉の冷却のために十分な能力を有し、かつ冷却材の漏洩が作業員に危険をおよぼさないように設計する。 6. 非常停止装置として地震による加速度が所定の位置で所定の値に達した場合、原子炉が直ちに自動的に停止するようなSeismic Switchを設ける。 注 Shut−down System はたとえば基礎版上において100galの水平加速度が生じたとき発動する。 7. 必要とあらば別にEmergency Control Room を設ける。 8. 地震により原子炉内の燃料要素が万一損傷した場合、分裂生成物逸出の危険を除去するため燃料取替装置は可及的すみやかにこれを取り去るよう設計する。 9. 発電所の震害を考慮して非常電源を準備し、その容量は発電所の保全に十分なるものとする。 10. 発電所の機械設備およびその取付部についてはその状況に応じ上記各項に準じて耐震設計を行う。
Introductive Remarks to the Japanese Seismic Building Code The current Japanese Seismic Code psovisions specify the seismic force in the form of statical equivalent. However, it does not mean that such statical consideration is sufficient to avoid any structural damage completely. The Code provisions are, as their nature, the minimum requirements. Their purpose is primarily to save human lives by preventing structures from fatal damage. Therefore, the numerical values-the seismic coefficients-are so determined that a certain amount of local damage is allowed unless such damage will never induce the serious damage. The earthquake effect is, as well known, dynamic, and there may exist fairly large acceleration pulses which are well over the specified design seismic force. However, all structures currently built in Japan are, in good extent, flexible and buctile, and it is considered that the conventional building structures could stand to such a large acceleration because of their structural nature. Therefore, the current Japanese Building Code provisions cannot be applied, as they are, to a structure which is not similar, in nature, to the conventional building structure, or to such a structure in which even a slight damage cannot be allowed. For such a structure, the design seismic coefficient is to be specified individually.
4.1 実験テーマ 英国型動力炉の耐震対策研究上必要と考えられる実験テーマを列記すると以下のごとくである。 4.1.1 各地の地震動の観測 4.1.2 Reactor Buildingの振動性の研究 (a)地盤の地震性状の検討 (b)上部構造物の振動実験 (c)弾性支持等による免震法の検討 4.1.3 Pressure Vessel およびその Supporting Systemの振動性の研究 (b) 免震法の検討 4.1.4 Reactor Coreの振動性の研究 i 数量は少なくても実大もしくは実大に近いGraphiteを使用した振動実験 (c)Graphite Core の補強法の検討 (d)熱応力が振動耐力に及ぼす影響の検討 (e)Graphite Core の免震法の検討 4.1.5 機械設備、その他の耐震性の研究 4.2 実験計画 以上の実験を行うに当っては、実験結果の見通しが困難であり、したがって長期的実験計画もたてにくいが、さしあたり英国の設計による小規模実験から進め、その結果が得られるごとに大規模実験に進むべきであると考えられる。 このような理由から、次のごときTime Tableによって実験、研究を行うのが妥当であろう。 5. 資料一覧 略 付録 原子炉の概要 略
