近隣アジア諸国における原子力分野の地域協力の具体化に向けて意見交換・情報交換を行い、関係各国により地域協力テーマの推進を図ることを目的に、第8回アジア地域原子力協力国際会議が下記のとおり開催された。本会議では、地域における原子力開発利用の展開:原子力科学技術と原子力発電とのテーマでの各国代表の講演に引き続き、1)研究炉利用、2)RI・放射線の医学利用、3)RI・放射線の農業利用、4)パブリック・アクセプタンス、5)放射性廃棄物管理、6)原子力安全文化の協力についての意見交換が行われ、別添プレス・リリースが採択された。

- 第8回アジア地域原子力協力国際会議は、1997年3月4日に東京で開催された。オーストラリア、中国、インドネシア、日本、韓国、マレーシア、フィリピン、タイ及びベトナムの各国から代表が参加し、先の会議の合意に基づき実施されている協力の進展及び今後の地域協力の更なる進め方について、有意義な意見交換、情報交換を行った。
- 本会議では、各国代表より「地域における原子力開発利用の展開:原子力科学技術と原子力発電」とのテーマに沿って、各国の原子力開発利用の現状及び将来展望について報告が行わた。
- 上述の特別講演に続き、協力の更なる展開について討議するための見解の交換が行われた。各国代表の間において、地域の相互認識を深化するために、質疑応答、意見交換が行われ、今後の協力の方向について議論された。
- 前回の会議から、地域協力が着実に進展していることが確認された。
- 昨年10月に発効した原子力安全条約による世界的な原子力安全の向上への期待が表明された。
- 本会議参加各国は、本地域の急速な経済発展と地球規模の環境問題を考慮すると、原子力開発利用が重要な意義を持つことを認識した。かかる観点を踏まえつつ、将来に向けた協力の活動の方向性について議論がされた。また、原子力科学技術の平和利用に関する理解を深めていくことにより、参加各国の間に相互信頼を醸成し、協力を推進していくフォーラムとして、本会議が有効であることを確認した。
- 本会議における協力活動は、IAEA/RCAや様々な態様で行われている二国間協力と補完的であるべきことが確認された。
- アジア地域の原子力協力活動の機構について見解を交換をするために、初めて、IAEA/ RCAから、コーディネータが本会議にオブザーバとして参加した。
- 会場からの原子力開発、使用済燃料管理等に関する質問に対して、関係する代表団より回答が行われた。
- 3月5日及び6日に開かれた作業グループ会合では、協力のテーマ及びプログ
ラムについて、検討・議論が行われた。この検討・議論は、進行中の5分野及び新しく開始された原子力安全文化について、この一年間に開催されたワークショップ、セミナー、グループ会合の結果を踏まえたものであった。
- 参加各国は、人材養成や各国が直面している技術的課題の解決のため、本会議に基づいて合意された協力の重要性と効果を改めて認識し、各参加国は、具体的な成果を得ることを目的に、地域協力プロジェクトを継続していくことで合意した。

地域協力活動
(アジア地域原子力協力)
- 研究炉利用
中性子散乱研究、放射性同位元素製造、研究炉の安全な運転と保守の3分野に関するワークショップを1997年11月にインドネシアで開催する。
- 放射線・RIの医学利用
次回のセミナーは、子宮頚部がんの放射線治療のための標準プロトコールの適用の効果とのタイトルで、1997年10月にフィリピンで開催する。
- 放射線・RIの農業利用
油糧・工芸植物の突然変異育種に関する次のワークショップは、韓国において開催する。そのセミナー後は、次のフェーズとして、突然変異育種の方法論の交換に関するものとしていく。
- PA
第7回PAセミナーを1997年の後半にマレーシアにて開催する。ファックスを利用する情報交換ネットワーク(AsiaNNet)を継続するとともに、可能であれば、電子メール、インターネットホームページによって情報交換をさらに拡充する。
- 放射性廃棄物管理
次の放射性廃棄物管理セミナーを中国において開催する。全ての参加者は、放射性廃棄物管理の地域協力として、情報交換、規制面、技術面、訓練・専門家派遣の4つのトピックスについて、継続して議論していくことを支持した。
- 原子力安全文化
次の原子力安全文化ワークショップは、適切なワークショップのあり方及びより具体化した活動が整理されたのち、およそ1年後にオーストラリアで開催する。そのワークショップでは、研究炉の運転・管理への安全文化の適用をレビューすることが推奨された。
The Eighth International Conference for
Nuclear Cooperation in Asia

The Eighth International Conference for Nuclear Cooperation in Asia was held in
Tokyo, on March 4, 1997. Representatives from Asian countries; Australia,
People's Republic of China, Republic of Indonesia, Japan, Republic of Korea,
Malaysia, Republic of the Philippines, The Royal Kingdom of Thailand and The
Socialist Republic of Viet Nam participated and had meaningful exchanges of
opinions and information on the progress made on the projects agreed at the
previous Conference and on ways to promote further regional cooperation.
At the Conference, representatives from each participating country reported on
the present status and future prospects of nuclear development and utilization in
their respective countries under the theme of "Progress and Perspective in
Development and Utilization of Nuclear Energy in the Region : Nuclear Science
and Technology, and Nuclear Power Generation".
Following the above special lectures, an exchange of views was held to further
discuss the development of the cooperation. Questions and answers and exchange
of opinions occurred among the delegates to enhance mutual understanding in the
region and the direction of future cooperation was discussed.
It was confirmed that steady progress in the regional cooperation has been made
since the previous conference.
The Conference referred to the expectation for the improvement of nuclear safety
in the world by the Convention on Nuclear Safety which became effective last
October.
The Conference recognized the significance of the development and utilization of
nuclear energy in view of the rapid economic growth in the region and global
environmental concerns. The direction of future cooperative activities was
discussed from this point of view. It was agreed that the Conference provided a
useful forum for building mutual confidence and promoting cooperation among its
member states through deepening understanding of the peaceful uses of nuclear
science and technology.
The Conference reconfirmed the importance of its activities which are
complementary to the work of the International Atomic Energy Agency / Regional
Cooperation Agreement and to the various forms of bilateral cooperation
undertaken by the member countries.
From the IAEA, the RCA coordinator participated in the Conference as an
observer for the first time, to exchange views on the mechanism for nuclear
cooperation activities in the Asian region.
Questions from the audience on the development of nuclear power and the spent
fuel management in some countries were answered by relevant delegates.
In the working group meetings on March 5 and 6, 1997, exchange of ideas and
discussion regarding specific themes and programs for cooperation occurred. This
was on the basis of the conclusions reached at the previous workshops, seminars,
group meetings, about the five ongoing fields held during the past year and the
nuclear safety culture which was newly started.
The Conference recognized the importance and effectiveness of cooperation under
the consent of this Conference in order to enhance the development of human
resources and to solve technical issues that the member states were facing. It was
agreed that the regional cooperation projects should be continued to obtain
concrete results by all participating countries.

Regional Cooperation Activities
(Regional Nuclear Cooperation in Asia)
1. Utilization of Research Reactor
The workshop on Neutron Scattering Experiments, Production of Radioisotopes
and Safe Operation and Maintenance of Research Reactor, will be held in
Indonesia in November 1997.
2. Application of Radioisotopes and Radiation for Medical Use
The next seminar will be held in Philippines in October 1997, with the title of
"Effect of Utilizing the Standardized Protocol for Radiation Treatment of
Uterine Cervix Carcinoma".
3. Application of Radioisotopes and Radiation for Agriculture
The next Workshop will be held in Korea on Mutation Breeding in Oil and
Industrial Crops . Following the seminar, the next phase of the project will be on
exchange of methodologies.
4. Public Acceptance of Nuclear Energy
The seventh PA Seminar and PA contact person s meeting will be held in
Malaysia during the latter half of 1997. It was agreed that the information
exchange network (AsiaNNet) through facsimile transmission should be
continued, and if possible further exchange of information by E-mail and internet
homepages was suggested.
5. Radioactive Waste Management
The next Waste Management Seminar will be held in China. Support for
continuing discussion on regional cooperation on radioactive waste management
on the four topics, namely, the exchange of information, regulatory aspects,
technical aspects, and training and sending experts was expressed by all
delegates.
6. Nuclear Safety Culture
The next workshop will be held in Australia in approximately one year after
identifying the appropriate type of workshop and more concrete activities for the
workshop. It was recommended to review the application of safety culture to
research reactor operation and management in this follow-up workshop.
