米国原子力委員会の管轄下にある原子力施設
に対する視察許可申請手続について

　海外諸国における原子力関係施設の視察許可申請手続や注意事項については、すでに再三本誌においても紹介し、各方面の御参考に供してきたが、このたび在アメリカ合衆国大使館から今後米国原子力委員会の管韓下にある原子力施設の視察に際しては、別紙フォームを使用することとなった旨、ならびに関係事項について下記のような報告がよせられたので、国際協力局を通じて関係各方面に対して周知徹底方依頼があった。本件に関しては同局から関係機関の長にあてて同様の依頼がなされているが、広く各方面の御参考に供するためにここに掲載することとした。
　なお本件に関するAEC国際部長代理発在米朝海大使あての書簡写をあわせて掲載する。

記

1　視察希望者は本書式4部に記入の上、視察予定日の1ヵ月前に大使館に必着するよう措置されたい。（したがって当局第3課への申請は視察予定日の5、6週間前に行う必要がある。）

2　従来大使館においては、在米本邦商社等を通じての短時日の申込みに対し緊急手配を行ってきたが、今後はAEC本部がメリーランド州ジャーマンタウンに移転するので、かくのごとき緊急手配は全く不可能となる見込みである。

My dear Mr. Ambassador：

One of the outgrowths of the atoms−for−peace program has been the great increase in visits by nationals of other countries to field establishments under the jurisdiction of this Commission.
To facilitate the making of arrangements, and to assure that the atomic energy program of your country will be benefited to the greatest possible extent through these visits, we are instituting the use of a form（copy enclosed） which is to be submitted with your government’s official request for all visits of an unclassified nature. An initial supply is being sent under separate cover for appropriate overseas distribution at your earliest convenience.

Generally, we believe the form is self−explanatory, however, in connection with Note （１）at the end of theform： it may occasionally become necessary for us to make some alterations in the arrangements that have been made for the visit, therefore, we will appreciate it if your Embassy is prepared to advise us of the visitor’s whereabouts while in the United States.
