American Embassy,
Tokyo.
January 13, 1956.

My dear Mr. Minister :

It gives me great pleasure to forward to you, in connection with the annoucement made today by the Atomic Energy Commission of Japan, the following message addressed to you by Chairman Lewis L. Strauss of the United States Atomic Energy Commission :

" The United States welcomes Japan's entry into the field of atomic development for peaceful purposes, a field in which Japan, a nation whose technology is advanced and whose people are universally recognized as vigorous, can be expected to make a gnificant contribution. Japan's recognition of the important role of the atom in raising the standard of living in Asia as well as in meeting its own internal needs can serve as an important contribution to international peace. The United States is confident that its assistance to Japan through the bilateral agreement which was signed on November 14, 1955 for cooperation in peaceful atomic development will help Japan realize its aspirations. "

Sincerely yours,
John M. Allison

His Excellency
 Matsutaro Shoriki,
  Minister of State, and
Chairman of the Atomic Energy Commission
    of Japan.
