The Adoption of the Model Protocol "Strengthen effectiveness
and improve efficiency of IAEA safeguards system"

Chairman's Statement of Atomic Energy Commission

 

  1. The model protocol of new measures to strengthen effectiveness and improve
   efficiency of the IAEA safeguards system, called "Program 93+2", has been
   adopted at a special session of the board of Governors. The detection of an
   undecleared nuclear development plan by Iraq initiated the discussions in
   1993 on this programme,which is aimed at improving IAEA's capability and
   power to detect undecleared nuclear material and activities. Many member
   States have participated in the discussion,supported by IAEA,and Japan has
   agressively joined this work.

  2.Every Member State has recognized the significance of this programme in
   strengthening the Nuclear Non-Proliferation Regime and joined in the positive
   discussion of this issue. Now, almost all participant states of the special
   session of the Board of Governors reached a common understanding that this
   model protocol is important for non-proliferation and supported this protocol.
   This programme should lead to extremely significant progress in terms of
   strengthening the Nuclear Non-Proliferation Regime.

  3.Japan, which has abided by the Non-Proliferation Treaty(NPT) and also kept the
   principle of the peaceful use of nuclear energy, has implemented safeguards in a
   strict manner. Japan continues to make its best effort to improve transparency of
   nuclear activities and enhance confidence in terms of nuclear non-proliferation.
   Attention should be paid to the smooth introduction and effective implementation
   of the new measuares and more cost-effective safeguards. And also our government
   should make every effort, to the fullest extent possible, to gain acceptance of
   this programme by operators of nuclear facilities.

  4.Implementation of the new measures of programme 93+2 by all relevant States in
   the world is very important in strengthening global nuclear non-proliferation.
   Early on in the discussions,we have requested that NWS and States other than
   those with an 153-type safeguards agreements accept and implement, under
   legally binding agreements, the measures provided for in the Protocol to attain
   the goal of this programme. At this stage, NWS has identified measures that they
   are prepared to accept. Japan basically appreciate the NWS's intention and
   understand that progress has been made on this issue to some extent. However,
   we will maintain our position and talk with IAEA and those States to make this
   program more effective in strengthening the Nuclear Non-Proliferation Regime.
